  The tide of the new technological revolution centering on information, biotechnology, new materials and other high technologies has been pounding hard at the whole world since the 1980s. It exerts great impacts on development of productivity and human creativity and gives rise to deepgoing revolutions in economy, society, culture, politics, military affairs and other areas. High technology and high-tech industries have become the major means of competition between nations, especially between large countries. Facts prove that a country will be more prosperous in economy, more independent in political affairs, and more initiative in strategy if it is master of high technologies and if it has raced to control “a commanding point” and the forefront of science and technology, which is why many countries have attached great importance to development of high technology and taken it as the important component of their development strategy at all cost with input of a vast amount of manpower and material resources.
The “Strategic Defense Initiative” (i.e. “Star Wars Program”) worked out by the United States in 1983, Eureka Program by Europe, “Comprehensive Program for Science and Technology Advancement in 2000” by the former COMECON, and “Policies for Invigoration of Science and Technology in the Next Ten Years” by Japan, and others are all the strategic programs aiming at the 21st century. Implementation of these programs has produced tremendous influences on the development of high technology in the world.

On March 3, 1986, four scientists, Wang Daheng, Wang Ganchang, Yang Jiachi, and Chen Fangyun, wrote a joint letter to the Chinese Government, submitting a plan demanding keeping in track world advanced technologies in bringing springtime of China's hi-tech development. Comrade Deng Xiaoping had put a high value on the letter. The Chinese Government approved the “High-Tech R&D Program Outline (863 Program)” after making an extensive, comprehensive, and extremely strict scientific and technological evaluation. China’s high-tech R&D has entered into a new stage ever since.
Adhering to the guiding principles of “numbered objectives and giving prominence to key areas”, the program selected seven areas as the key high-tech R&D areas in China: biotechnology, space, information, laser, automation, energy, and advanced materials technologies (marine technology was added in 1998). The overall objectives of this program are to muster crack strength to aim at the forefront of the world’s technologies; to narrow the gap between China and developed countries; to give impetus to science and technology advancement in related areas; to train a new generation competent personnel of high standard; and to create conditions for the formation of high-tech industries in the selected areas in future.


The national high-tech R&D project (863 program) is a national scientific and technological project with clear national objectives. The 863 program will continue to aim at the forefront of world technology development, intensify innovation efforts and realize strategic transitions from runner-after to front-runner focusing on “leap-frog” development. The project will focus on development of strategic, cutting-edge and foresighted high technologies that bear on the country’s medium- and long-term development and its security; on development of high technologies with intellectual property rights; and on development of growing points of high-tech industries.
The 863 program is a national high-tech R&D project implemented by the Chinese Government at the time when high technology witnesses a flourishing growth and competitions become increasingly fierce in the world. The project is of vital strategic significance for the long-term development of the country and holds an extremely important position in the development of China’s science and technology. It shoulders important historic task of developing high technology and realizing industrialization.

  Results of this project—“Study on Preparation and Application of New Highly Effective Upconversion Rare Earth Luminescent Pigment”—belongs to the topic of rare earth functional material under the scope of special functional material/key special subject. It is the only national 863 program under this topic and the key project of the National 863 program as well as the only anti-counterfeit project in the National 863 program.
